Ongoing civic space challenges in Gaza and the West Bank

Event Summary

Over the past two years, Israel has launched a full-scale military assault on the Gaza Strip, with reports indicating large-scale displacements, mounting civilian deaths, and spread of famine. In addition, the UN Independent International Commission of Inquiry found that Israeli authorities committed four of the five genocidal acts defined under the 1948 Genocide Convention. These developments have disrupted the ability of civil society actors including humanitarian organisations, human rights groups and independent journalists media to operate, communicate with communities, and provide essential assistance.

Although a US-backed ceasefire was announced between Israel and Hamas in early October 2025, it has proven unstable, with ongoing attacks and mutual accusations of violations. The persistent insecurity and destruction have prevented civil society actors and humanitarian agencies from re-establishing operations or restoring communication with affected communities.

In the West Bank, continued Israeli occupation and violence have further constrained the ability of civil society to engage in humanitarian work, advocacy, document violations, and support their constituencies.
